2858 On The Making Of Laws
There are two million laws in the United States. If a man could familiarize himself with them at the rate of two a day, he could be qualified to act as a law-abiding citizen in the space of six thousand years.
All the laws of ancient Rome were ordered by Emperor Justinian to be compiled during the 6th century A.D. With sixteen assistants, Tribonian came up with 2,000 volumes after three years.
According to Robert Ripley, the French statesman Ferdinand Flocon was the only man who succeeded in making a poem out of the law. He took the whole French Civil Code, with its 2,281 articles, statues, annotations, and amendments, and converted them into an immaculate poem of 120,000 words—perfect in rhyme and meter. He did it ostensibly to make the law more palatable, but died in exile in Switzerland and left his widow in abject poverty.

Charles G. Finney, a young lawyer, was sitting in a village law office in the state of New York. Finney had just come into the old squire’s office. It was very early in the day, and he was all alone when the Lord began to deal with him.
“Finney, what are you going to do when you finish your course?”
“Put out a shingle and practice law.”
“Then what?” “Get rich.”
“Then what?” “Retire.”
“Then what?” “Die.”
“Then what?” And the words came tremblingly, “The judgment.”
He ran for the woods a half mile away. All day he prayed, and vowed that he would never leave until he had made his peace with God. He saw himself at the judgment bar of God. For four years he had studied law, and now the vanity of a selfish life, lived for the enjoyment of the things of this world, was made clear to him.
Finney came out of the woods that evening, after a long struggle, with the high purpose of living henceforth to the glory of God and of enjoying Him forever.
From that moment blessings untold filled his life, and God used him in a mighty way, not as a lawyer but as a preacher, to bring thousands to conversion over a useful period of fifty years.

If you have a god who is required to do anything, then you have a weak god who has to bow his neck to some yoke and yield himself to pressure from the outside. Then justice is bigger than God. But that is to think wrongly.
Proposition - As we embark on a study of God’s justice we will examine four facets; 1) the explanation of God’s justice, 2) the essence of God’s judgment, 3) the motivation of God’s judgment, and 4) the examples of God’s judgment.

Compassion flows from goodness, and yet goodness without justice is not goodness. You couldn’t be good and not be just, and if God is good He has to be just. When God punishes the wicked, it is a just thing to do, because it is consistent with the wicked man’s deserts. But when God pardons a wicked man it is a just thing to do as well, because it is consistent with God’s nature. So we have God the Father, Son and Holy Ghost always acting like God.
Dogmatic Theology (Justice)
justice used in at least two ways by Shedd: “Rectoral” justice refers to God’s uprightness as a ruler over his moral universe. It respects God in the administration of his moral law, whether punishing evil or rewarding good. Related to this is “distributive” justice, which is God’s distribution to each according to his or her desserts. Accordingly, Shedd divides distributive justice into two categories: remunerative justice, which has to do with the distribution of rewards for obedience, and retributive justice, which concerns the distribution of punishment for evil. Retributive justice is sometimes called vindicative justice or, in older English writers, vindictive justice.
limbus patrum “fringe/border of the fathers”; in Roman Catholic theology, a term referring to the supposed abode of the Old Testament saints prior to Christ’s liberating them from it through his descent into hell. Also identified with Abraham’s bosom, the limbus patrum was a place distinct both from hell and from purgatory in that it was not a place of punishment, eternal or temporal. On the other hand, those awaiting their full redemption in the limbus patrum did not experience the full presence of God. Shedd, together with the Protestant tradition generally, rejects the limbus patrum, teaching instead that the spirits of all believers, of whatever dispensation, go directly to be with God upon their deaths.

In looking this up very carefully in the Scriptures, I find that justice is indistinguishable from righteousness in the Old Testament. It’s the same root word with variations according to the part of speech used. It means uprightness or rectitude. To say that God is just or that the justice of God is a fact is to say that there is uprightness and rectitude in God. Psalm 89:14 says, “Justice and judgment are the habitation of thy throne.” Psalm 97:2 says, “Righteousness and judgment are the habitation of his throne.” Justice and righteousness are indistinguishable from each other.

Justice is not something that God has. Justice is something that God is. A grammarian might say it should be phrased, “Just is something that God is.” But I say, “No, justice is something that God is.” God is love and just as God is love, God is justice.

We must remember that justice is not something outside of God to which God must conform. Nothing ever requires God to do anything.

Theologians, both Jewish and Christian, speak of justice as one of God’s attributes. God is justice, and God will always act justly—not by compulsion from the outside but because that’s the way He is Himself. Justice must always prevail because God is the sovereign God who will always prevail.

Jesus Christ did not die to change God; Jesus Christ died to change a moral situation. When God’s justice confronts an unprotected sinner that justice sentences him to die. And all of God concurs in the sentence! But when Christ, who is God, went onto the tree and died there in infinite agony, in a plethora of suffering, this great God suffered more than they suffer in hell. He suffered all that they could suffer in hell. He suffered with the agony of God, for everything that God does, He does with all that He is. When God suffered for you, my friend, God suffered to change your moral situation.

When God looks at a sinner who still loves his sin and rejects the mystery of the atonement, justice condemns him to die. When God looks at a sinner who has accepted the blood of the everlasting covenant, justice sentences him to live. And God is just in doing both things.

I say it again: Justice is on the side of the returning sinner. First John 1:9 says, “If we confess our sins, he is faithful and just to forgive us our sins, and to cleanse us from all unrighteousness.” Justice is over on our side now because the mystery of the agony of God on the cross has changed our moral situation. So justice looks and sees equality, not inequity, and we are justified. That’s what justification means.

RIGHTEOUSNESS (JUSTICE)
God’s righteousness is his perfect absolute justice in and toward himself, his prevention of any violation of the justice of his character, and his revelation of himself in acts of justice. Both the Old Testament Hebrew term (tsedeqah) and the New Testament Greek term (dikaiosynē) for “righteousness” carry the sense of conformity to a standard.

There was an old theologian by the name of Anselm who isn’t read much anymore. He was one of the great church fathers, the great theologians, the great saints, the great thinkers. He was called a second Augustine. And Anselm asked God the question: “How dost Thou spare the wicked if Thou art just, supremely just?”
We don’t worry about this question much, because in this day we have cheapened salvation. We have cheapened our concept of God to a place where we expect to stumble up to the pearly gates and bang on the door and say, “Well, God, I’m here!” and have God take us in. We’d better get the old theologian’s question figured out lest we presumptuously go to the gate of heaven and be turned away.
Old brother Anselm comforted himself with this thought: “We see where the river flows, but the springs whence it arises we see not.” He knew God could, but he didn’t know how He could. “How canst Thou justify a wicked man and still be just?” he asked. To that question there are three happy answers.

God judges the world by; 1) identifying and condemning sin and 2) by vindicating and rewarding the righteous. God exercises temporal judgment on the world and on his people; final judgment will take place when Jesus Christ returns.

To bring salvation to His people -

Judgment on ungodly individuals -
18 So after all this the Lord smote him in his bowels with an incurable sickness. 19 Now it came about in the course of time, at the end of two years, that his bowels came out because of his sickness and he died in great pain. And his people made no fire for him like the fire for his fathers.
26 “This is the interpretation of the message: ‘MENĒ’—God has numbered your kingdom and put an end to it. 27 “ ‘TEKĒL’—you have been weighed on the scales and found deficient. 28 “ ‘PERĒS’—your kingdom has been divided and given over to the Medes and Persians.”

19 But Uzziah, with a censer in his hand for burning incense, was enraged; and while he was enraged with the priests, the leprosy broke out on his forehead before the priests in the house of the Lord, beside the altar of incense. 20 Azariah the chief priest and all the priests looked at him, and behold, he was leprous on his forehead; and they hurried him out of there, and he himself also hastened to get out because the Lord had smitten him.

Behold, the feet of those who have buried your husband are at the door, and they will carry you out as well.” 10 And immediately she fell at his feet and breathed her last, and the young men came in and found her dead, and they carried her out and buried her beside her husband.
Judgment on peoples and nations -
17 “Behold, I, even I am bringing the flood of water upon the earth, to destroy all flesh in which is the breath of life, from under heaven; everything that is on the earth shall perish.
24 Then the Lord rained on Sodom and Gomorrah brimstone and fire from the Lord out of heaven, 25 and He overthrew those cities, and all the valley, and all the inhabitants of the cities, and what grew on the ground.
12 Let the nations be aroused And come up to the valley of Jehoshaphat, For there I will sit to judge All the surrounding nations. 13 Put in the sickle, for the harvest is ripe. Come, tread, for the wine press is full; The vats overflow, for their wickedness is great.
Egypt -
4 “When Pharaoh does not listen to you, then I will lay My hand on Egypt and bring out My hosts, My people the sons of Israel, from the land of Egypt by great judgments. 5 “The Egyptians shall know that I am the Lord, when I stretch out My hand on Egypt and bring out the sons of Israel from their midst.”
4 while the Egyptians were burying all their firstborn whom the Lord had struck down among them. The Lord had also executed judgments on their gods.
10 “Those who contend with the Lord will be shattered; Against them He will thunder in the heavens, The Lord will judge the ends of the earth; And He will give strength to His king, And will exalt the horn of His anointed.”
6 Now the hand of the Lord was heavy on the Ashdodites, and He ravaged them and smote them with tumors, both Ashdod and its territories.
Assyria -
12 So it will be that when the Lord has completed all His work on Mount Zion and on Jerusalem, He will say, “I will punish the fruit of the arrogant heart of the king of Assyria and the pomp of his haughtiness.”
36 Then the angel of the Lord went out and struck 185,000 in the camp of the Assyrians; and when men arose early in the morning, behold, all of these were dead.

Babylon -

41 If I sharpen My flashing sword, And My hand takes hold on justice, I will render vengeance on My adversaries, And I will repay those who hate Me. 42 ‘I will make My arrows drunk with blood, And My sword will devour flesh, With the blood of the slain and the captives, From the long-haired leaders of the enemy.’ 43 “Rejoice, O nations, with His people; For He will avenge the blood of His servants, And will render vengeance on His adversaries, And will atone for His land and His people.”
3 Gird Your sword on Your thigh, O Mighty One, In Your splendor and Your majesty! 4 And in Your majesty ride on victoriously, For the cause of truth and meekness and righteousness; Let Your right hand teach You awesome things. 5 Your arrows are sharp; The peoples fall under You; Your arrows are in the heart of the King’s enemies. 6 Your throne, O God, is forever and ever; A scepter of uprightness is the scepter of Your kingdom.

21 “I will call for a sword against him on all My mountains,” declares the Lord God. “Every man’s sword will be against his brother. 22 “With pestilence and with blood I will enter into judgment with him; and I will rain on him and on his troops, and on the many peoples who are with him, a torrential rain, with hailstones, fire and brimstone.

16 “I will pronounce My judgments on them concerning all their wickedness, whereby they have forsaken Me and have offered sacrifices to other gods, and worshiped the works of their own hands.
7 ‘For I solemnly warned your fathers in the day that I brought them up from the land of Egypt, even to this day, warning persistently, saying, “Listen to My voice.” 8 ‘Yet they did not obey or incline their ear, but walked, each one, in the stubbornness of his evil heart; therefore I brought on them all the words of this covenant, which I commanded them to do, but they did not.’ ”
Plagues -
46 Moses said to Aaron, “Take your censer and put in it fire from the altar, and lay incense on it; then bring it quickly to the congregation and make atonement for them, for wrath has gone forth from the Lord, the plague has begun!” 47 Then Aaron took it as Moses had spoken, and ran into the midst of the assembly, for behold, the plague had begun among the people. So he put on the incense and made atonement for the people.
5 The people spoke against God and Moses, “Why have you brought us up out of Egypt to die in the wilderness? For there is no food and no water, and we loathe this miserable food.” 6 The Lord sent fiery serpents among the people and they bit the people, so that many people of Israel died. 7 So the people came to Moses and said, “We have sinned, because we have spoken against the Lord and you; intercede with the Lord, that He may remove the serpents from us.” And Moses interceded for the people. 8 Then the Lord said to Moses, “Make a fiery serpent, and set it on a standard; and it shall come about, that everyone who is bitten, when he looks at it, he will live.” 9 And Moses made a bronze serpent and set it on the standard; and it came about, that if a serpent bit any man, when he looked to the bronze serpent, he lived.
15 So the Lord sent a pestilence upon Israel from the morning until the appointed time, and seventy thousand men of the people from Dan to Beersheba died.
Drought and famine -
1 Now Elijah the Tishbite, who was of the settlers of Gilead, said to Ahab, “As the Lord, the God of Israel lives, before whom I stand, surely there shall be neither dew nor rain these years, except by my word.”
10 “Therefore, because of you the sky has withheld its dew and the earth has withheld its produce. 11 “I called for a drought on the land, on the mountains, on the grain, on the new wine, on the oil, on what the ground produces, on men, on cattle, and on all the labor of your hands.”
Defeat by enemies -
1 But the sons of Israel acted unfaithfully in regard to the things under the ban, for Achan, the son of Carmi, the son of Zabdi, the son of Zerah, from the tribe of Judah, took some of the things under the ban, therefore the anger of the Lord burned against the sons of Israel. 2 Now Joshua sent men from Jericho to Ai, which is near Beth-aven, east of Bethel, and said to them, “Go up and spy out the land.” So the men went up and spied out Ai. 3 They returned to Joshua and said to him, “Do not let all the people go up; only about two or three thousand men need go up to Ai; do not make all the people toil up there, for they are few.” 4 So about three thousand men from the people went up there, but they fled from the men of Ai. 5 The men of Ai struck down about thirty-six of their men, and pursued them from the gate as far as Shebarim and struck them down on the descent, so the hearts of the people melted and became as water. 6 Then Joshua tore his clothes and fell to the earth on his face before the ark of the Lord until the evening, both he and the elders of Israel; and they put dust on their heads. 7 Joshua said, “Alas, O Lord God, why did You ever bring this people over the Jordan, only to deliver us into the hand of the Amorites, to destroy us? If only we had been willing to dwell beyond the Jordan!
11 Then the sons of Israel did evil in the sight of the Lord and served the Baals, 12 and they forsook the Lord, the God of their fathers, who had brought them out of the land of Egypt, and followed other gods from among the gods of the peoples who were around them, and bowed themselves down to them; thus they provoked the Lord to anger. 13 So they forsook the Lord and served Baal and the Ashtaroth. 14 The anger of the Lord burned against Israel, and He gave them into the hands of plunderers who plundered them; and He sold them into the hands of their enemies around them, so that they could no longer stand before their enemies. 15 Wherever they went, the hand of the Lord was against them for evil, as the Lord had spoken and as the Lord had sworn to them, so that they were severely distressed. 16 Then the Lord raised up judges who delivered them from the hands of those who plundered them.
4 He sacrificed and burned incense on the high places, on the hills and under every green tree. 5 Wherefore, the Lord his God delivered him into the hand of the king of Aram; and they defeated him and carried away from him a great number of captives and brought them to Damascus. And he was also delivered into the hand of the king of Israel, who inflicted him with heavy casualties.
Exile -
23 until the Lord removed Israel from His sight, as He spoke through all His servants the prophets. So Israel was carried away into exile from their own land to Assyria until this day.
17 The Lord of hosts, who planted you, has pronounced evil against you because of the evil of the house of Israel and of the house of Judah, which they have done to provoke Me by offering up sacrifices to Baal.
5 Her adversaries have become her masters, Her enemies prosper; For the Lord has caused her grief Because of the multitude of her transgressions; Her little ones have gone away As captives before the adversary.
23 “The nations will know that the house of Israel went into exile for their iniquity because they acted treacherously against Me, and I hid My face from them; so I gave them into the hand of their adversaries, and all of them fell by the sword. 24 “According to their uncleanness and according to their transgressions I dealt with them, and I hid My face from them.” ’ ”
God’s last judgment on the whole earth -
2 “Many of those who sleep in the dust of the ground will awake, these to everlasting life, but the others to disgrace and everlasting contempt.
31 “But when the Son of Man comes in His glory, and all the angels with Him, then He will sit on His glorious throne. 32 “All the nations will be gathered before Him; and He will separate them from one another, as the shepherd separates the sheep from the goats;
48 “He who rejects Me and does not receive My sayings, has one who judges him; the word I spoke is what will judge him at the last day.
31 because He has fixed a day in which He will judge the world in righteousness through a Man whom He has appointed, having furnished proof to all men by raising Him from the dead.”
16 on the day when, according to my gospel, God will judge the secrets of men through Christ Jesus.
10 But you, why do you judge your brother? Or you again, why do you regard your brother with contempt? For we will all stand before the judgment seat of God.
5 Therefore do not go on passing judgment before the time, but wait until the Lord comes who will both bring to light the things hidden in the darkness and disclose the motives of men’s hearts; and then each man’s praise will come to him from God.
1 I solemnly charge you in the presence of God and of Christ Jesus, who is to judge the living and the dead, and by His appearing and His kingdom:
5 but they will give account to Him who is ready to judge the living and the dead.
11 Then I saw a great white throne and Him who sat upon it, from whose presence earth and heaven fled away, and no place was found for them. 12 And I saw the dead, the great and the small, standing before the throne, and books were opened; and another book was opened, which is the book of life; and the dead were judged from the things which were written in the books, according to their deeds. 13 And the sea gave up the dead which were in it, and death and Hades gave up the dead which were in them; and they were judged, every one of them according to their deeds. 14 Then death and Hades were thrown into the lake of fire. This is the second death, the lake of fire. 15 And if anyone’s name was not found written in the book of life, he was thrown into the lake of fire.

All of this cheap talk about St. Peter giving us an exam to see if we’re all right—it’s all nonsense! The Great God Almighty, always one with Himself, looks upon a moral situation and He either sees death or life. And all of God is on the side of death or life. If there is an iniquitous, unequal, unatoned, uncleansed, unprotected sinner in his sin, there’s only one answer—all of God says, “Death and hell.” And all of heaven can’t pull that man up.
But if he beats his breast and says, “God be merciful to me a sinner” (Luke 18:13), and takes the benefits of the infinite agony of God on a cross, God looks on that moral situation and says, “Life!” And all of hell can’t drag that man down. Oh, the wonder and the mystery and the glory of the being of God!

Let me point out that when God in His justice sentences the sinner to die, He does not quarrel with the mercy of God; He does not quarrel with the kindness of God; He does not quarrel with His compassion or pity, for they are all attributes of a unitary God, and they cannot quarrel with each other. All the attributes of God concur in a man’s death sentence. The very angels in heaven cried out and said, “Thou art righteous, O Lord, which art, and wast, and shalt be, because thou hast judged thus.… Even so, Lord God Almighty, true and righteous are thy judgments” (Revelation 16:5, 7).

Where and how did we get that sentence? We got it by the application of justice to a moral situation. No matter how nice and refined and lovely you think you are, you are a moral situation—you have been, you still are, you will be. And when God confronted you, God’s justice confronted a moral situation and found you unequal, found inequity, found iniquity.
Because He found iniquity there, God sentenced you to die. Everybody has been or is under the sentence of death. I wonder how people can be so jolly under the sentence of death. “The soul that sinneth, it shall die” (Ezekiel 18:20). When justice confronts a moral situation in a man, woman, young person or anybody morally responsible, then either it justifies or condemns that person. That’s how we got that sentence.
